Local Business Tax (HIPA): What Does a Sole Trader Need to Know?

Local business tax, or HIPA (helyi iparűzési adó, local business tax), is one of the least understood obligations among sole traders — perhaps because it isn't linked to NAV (the Hungarian Tax Authority), but to the local municipality, and it's not the same rate in every town.

What Is HIPA, and Who Levies It?

HIPA is levied not by NAV, but by the municipality of your registered seat (and any additional premises). This means the rate and payment rules can differ from town to town — in some places it's zero, in others the rate is close to the statutory maximum.

The statutory upper limit is 2%, but many smaller municipalities apply a lower rate, or give a discount to small businesses. You always need to check your own municipality's decree for the exact rate that applies to you.

How Is It Calculated?

HIPA's base is roughly your net revenue (reduced by certain items deductible by law, e.g. material costs, the purchase value of goods sold in certain cases). The tax is this base multiplied by the rate set by the municipality.

An important difference in advance payments: HIPA advances are typically payable based on the previous year's actual figures, with a final settlement (top-up or refund) made once the return is filed. If the previous year's advance was higher than HUF 50,000, it typically has to be topped up in advance, based on the expected figure for the current year.

Why Does It Catch So Many People by Surprise?

Because HIPA doesn't appear in your NAV tax return — it has to be filed and paid separately, through a municipal portal (or on paper). Anyone who only pays attention to their NAV obligations (SZJA (personal income tax), TB (social security contribution), szocho (social contribution tax)) can easily miss a municipal deadline.

Also, if you change your registered seat or premises during the year, this can trigger a new reporting obligation and possibly a relationship with a new municipality.

What to Watch For

  1. Check your own municipality's HIPA rate — it isn't uniform, and can change from time to time.
  2. Track HIPA deadlines separately — they don't automatically align with NAV's quarterly deadlines.
  3. If you change your registered seat, check the new municipality's rules — both the rate and the filing method can differ.
  4. Keep an eye on the advance top-up threshold (HUF 50,000) too — if you're approaching it, expect to have to settle an advance at the end of the current year.
